"Create" buttons of semester subgrids invisible when subgrids show no record

After the Degree plan is generated by the student, Creating/adding a new course to the semester is now available as Create button on all the sub-grids.
We have removed the Create Button on all the sub-grids and is placed as a single button before the sub-grids and when click on that they can select the respective Semester which will then populate it under respective semester Sub-grid.
