CRM: Greymatter Configuration - PAG parameters

CRM users will be able to configure Program Applications Group (PAG) parameters.

1. The maximum number of programs an applicant can apply for in a PAG, up to 5.

2. Specify the application fee for PAG be individual programs fees, summed up to one. Or,

3. Specify the application fee for PAG be a single group fee and specify the product.
