Portal - Program Application - "Review Status" field stuck on 'Draft' status

Once a Program Application has been submitted, the "Review Status" should be set to 'In Review'. Any submitted application should be set to read-only on the Portal and not allow the Portal user to edit the submission.
Code changed fix has been confirmed to change a submitted application's status to 'In Review' and set the submitted application to read-only. The only option for the Portal user is to pay their fee if the fee has not been paid.
