Portal - Program Application - Returning to complete Unsubmitted application defaults to Fee page

When a Portal user is midway between finishing an application, clicks "Save & Return Later", then later returns to complete the application by clicking on the record in the Program Applications page, they should be taken to the record pages that allow them to edit the application.
Found that returning to edit an incomplete application sent the Portal user to the Program Application Fee payment page. Confirmed that fix now correctly takes user back to the record to complete edits before submission and fee payments.
