Portal - Program Application - Download LOA button shows too soon

Once the program application is submitted, the "Download LOA" button should be activated and displayed once the LOA is generated and ready to be shared.
The system showed an error where the "download loa" button was displayed the moment we submit the program application.
The issue was resolved and the download loa button only shows once the LOA is generated and ready to be shared.
