Promote - Continuing Education - Waitlist validation to display availability

Waitlist validation to display availability for Continuing Education course enrollments.

Added validation by writing plug-in to set status to Waitlist if Course Section Registration Count is exceeded

Following Requirements were met:

When a Course Section is at capacity, ensure there is a waitlist function that will not allow the student to be enrolled in a course once capacity is is full.
1. When full it will read
  1. Availability: 0/3
  2. Waitlist Count: 4
Availability will read that there are no spots available for the course section and student can be put on waitlist.
Update waitlist count on Portal under the course section so the student can see it is at full capacity.
Update waitlist count in the CRM under the course section so staff can see it is at full capacity.
