Recruit/Admit/Retain - Contact Management - Added "All Contacts" view to Contacts Table

Ensure that an "All Contacts" view is available in the Contacts table.

"All Contacts" view has been added to the Contacts table for the Recruit, Admit, and Retain work areas.
