Portal: Student Alerts not Shown in Portal

Student alerts were not showing up in the Portal.
Alerts were not being shown appropriately in the Portal. We created a requirement that 'Alert Status' and 'Display alert to student' fields are now mandatory on the Student Alert (entity) -> Information (form).
